Appropriates funds to the Department of Land and Natural Resources for the Community Fuels Reduction Project. Beginning with fiscal year 2025-2026, and each fiscal year thereafter, requires the Department of Land and Natural Resources to establish the Community Fuels Reduction Project as a separate line item within the Department's budget. Allows students who experienced educational disruption to graduate high school through enrollment in an accepted alternative education program and participation in certain activities approved by the department of education.
Requires the board of education to adopt and the department of education to administer a kindergarten entry assessment in ‘Olelo Hawai‘i for Kaiapuni schools. Delays the administration of the kindergarten entry assessment in ‘Olelo Hawai‘i for Kaiapuni schools to the 2026-2027 school year.
Establishes a career and technical education working group to strengthen career and technical education in the State's public schools. Makes an appropriation. Effective 6/30/3000. (HD2)
Requires DOE to develop and implement safety training for all cafeteria student helpers and ensure the student helpers receive the training prior to them volunteering. Requires DOE to provide personal protective equipment for all cafeteria student helpers prior to the student helpers volunteering. Requires all cafeteria student helpers to be directed and supervised by trained personnel at all times. Effective 6/30/3000. (HD1)
Lowers the income threshold from one hundred forty per cent to one hundred twenty per cent of the median family income for mixed-income rental projects to be eligible for rental housing revolving fund loans or grants. Effective 1/1/2024.
Exempts affordable housing and certain qualifying housing development projects from HEPA. Establishes a definition of "program" and "project" to preempt the existing definitions under section 11-200.1-2, Hawaiʻi Administrative Rules, and narrow the existing interpretation that requires analysis of tangentially related projects. Amends the applicability and requirements section of HEPA to clarify when multiple actions must be considered in the same environmental review document for the purposes of project segmentation. Expands the requirement that project opponents must exhaust their administrative remedies as a prerequisite to litigation to apply to environmental assessments and environmental impact statements. Retroactively applies to projects that received approval for their environmental assessment or environmental impact statement on or after August 9, 2019.
Requires the department of transportation to perform routine inspections of highways in the state highway system that are at risk of rockslides every five years and after major rainfall events. Effective 6/30/3000. (HD1)
Authorizes HHFDC to assist DOE in developing housing projects for teachers and other school employees and contract or sponsor an experimental or demonstration housing project with any state department or agency. Appropriates funds for deposit into the dwelling unit revolving fund. Authorizes DOE to lease land and contract with private entities for the development, management, maintenance, or revitalization of housing for teachers and other school employees. Permits a private entity to lease housing to other eligible tenants if occupancy of the housing falls below a percentage threshold as determined by DOE. Effective 6/30/3000. (HD2)
