Provides that the Hawaiian language college revolving fund may include moneys from any revenue source. Provides that the fund and the Hawaiian early learning trust fund shall support the Imiloa astronomy center. Establishes a cap on individual deposits into the Hawaiian language college revolving fund and the Hawaiian early learning trust fund.

Allows a person who employs or contracts with a health care worker who suffers an act of violence to report the event to law enforcement and petition for a temporary restraining order and injunction under certain circumstances.

Requires contested cases, environmental assessment cases, or environmental impact statement cases involving large-scale renewable energy projects over twenty megawatts in size to be appealed from an agency's decision directly to the Hawaiʻi Supreme Court for final decision.
