Provides that certain pregnant women receiving substance abuse treatment are eligible for substance abuse treatment and mental health services for an additional ten months following childbirth.

Clarifies that clinical victim support services for victims of sexual violence and abuse are a mental health outpatient services benefit required to be covered under health insurance policies. Requires the State Auditor to conduct an impact assessment and to report any findings prior to the Regular Session of 2020. (HB484 HD2)
Requires the Department of Human Services and the Department of Health to disperse grant-in-aid funds to recipient organizations within ninety days of the effective date of the legislation awarding the grant. Allows the Department of Human Services and the Department of Health to disperse the total amount awarded to recipient organizations before contract execution.
Exempts locally grown produce and locally raised livestock food products from the general excise tax. (HB616 HD1)
Requires the Department of Education to establish a 5-year Hawaii Scientist-to-Teacher Pathway Pilot Program to recruit, train, support, and retain qualified science, technology, engineering, and mathematics professionals as kindergarten through grade twelve teachers of those subjects in the State. Appropriates funds.
Requires payment of travel expenses and a $225 per diem allowance to Public Utilities Commission members who are residents of a county other than the City and County of Honolulu for travel authorized by the PUC. (HB554 HD1)
Beginning on 1/1/2020, requires that any person who is eligible to vote and applies for a new or renewed motor vehicle driver's license, provisional license, instruction permit, limited purpose driver's license, limited purpose provisional driver's license, limited purpose instruction permit, or identification card shall be automatically registered to vote if that person is not already registered to vote; provided that, upon receipt of notification from the respective county clerk, the applicant shall have 21 calendar days to opt out of automatic voter registration. Appropriates funds.
Authorizes family court judges to enforce certain temporary restraining orders upon a finding of civil contempt of court.
Requires the Department of Education to contract with a consulting firm that specializes in school finance, particularly with respect to adequacy studies of public education systems in multiple states, to perform a study on the adequacy of funding for education in Hawaii. Requires members in planned community associations subject to HRS 421J and unit owners in condominiums subject to HRS 514B to register units leased as transient accommodations. Requires associations to submit annual reports to county planning departments and Department of Business, Economic Development, and Tourism (DBEDT). Requires DBEDT to submit annual reports to the Legislature.
