Expands the certification incentive program to include speech pathologists. Clarifies school eligibility requirements. Adds an additional temporary bonus for teachers and speech pathologists who continue to be employed at a school that has transitioned out of the incentive program's eligibility criteria. Requires the chief of police in a county issuing a firearm permit to conduct a mandatory review of an applicant's mental health records.
Permits a law enforcement officer to search a person convicted of violating certain temporary restraining orders or protective orders, including the person's motor vehicle and the person's residence, for firearms without obtaining a search warrant if the law enforcement officer has reason to believe acts of abuse, malicious property damage, or harassment by the person are imminent. Specifies that a seized firearm shall not be used for a subsequent conviction if the original search lacked probable cause but authorizes law enforcement to maintain the firearm until the registered owner can prove the firearm will be safely stored.
Requires the executive office on aging to report on its assessment of progress made toward the reported goals of the long term care commission and make recommendations as needed to accomplish these goals. Appropriates funds. Effective 12/31/2059. (HD1)
Defines "coastal hazards" and "beaches" and includes specific references to "coastal dunes" to clarify CZM policies in chapter 205A, HRS, including special management areas, shoreline setbacks, and variances.
Requires DOH, in conjunction with DHS and the insurance commissioner, to conduct a study determining the feasibility of establishing an all-payer health care pilot program in a county with a population greater than 500,000. Effective 7/1/2050. (HD1)
Enlarges the restricted use pesticide buffer zone around schools. Amends the times during which the buffer zone is in effect. Effective 1/1/21.
Appropriates funds for schools in the Nanakuli-Waianae complex area for capital improvement projects to install, repair, and maintain air conditioning in those schools.
Directs the Hawaii Climate Change Mitigation and Adaptation Commission to address areas already impacted by sea level rise, identify vulnerable critical public infrastructure, create a plan for mitigating and adapting to sea level rise, and provide policy direction to the legislature on funding and strategies to address the impacts of climate change on the State. Appropriates funds.
