Regulates cannabidiol under the department of health to be consistent with the Hawaii Food, Drug, and Cosmetic Act. Allows licensees under the industrial hemp pilot program to market their products to the consumer market in a manner that is regulated and tested for safety, purity, and potency. Effective 7/1/2050. Establishes a task force within the department of health to conduct a study on sun protection factor ingredients and the feasibility of further limiting their use in sunscreens in the State. Effective 7/1/2050. (HD1)
Makes permanent the law exempting the University Laboratory School from the public charter school enrollment policy so that it may conform its student enrollment profile to the standard prescribed by the University of Hawaii college of education in order to meet college's research requirements.
Requires DOA to establish a permanent hemp program pursuant to federal law, and a corresponding special fund. Requires DOH to adopt rules for the licensing, inspection, and regulation of industrial hemp processing facilities. Reduces or repeals certain regulatory provisions of existing hemp pilot program. Establishes authorized cultivation of hemp as affirmative defense. Excludes hemp from the definition of marijuana. Requires chairperson of board of agriculture to prepare a state plan for approval of the federal Secretary of Agriculture and report on the approval process to legislature and governor. Reactivates the individual development account contribution income tax credit for the five-year period from 2021 through 2025. Amends provisions regarding state-funded individual development accounts. Appropriates funds to the department of human services.
Allows the Hawaiian homes commission or the department of Hawaiian hone lands to retain independent legal counsel as needed. Authorizes the Hawaiian homes commission and the department of Hawaiian home lands to use the services of the attorney general as needed and when the interests of the State, Hawaiian homes commission, and department of Hawaiian home lands are aligned. Provides that funds paid to independent legal counsel shall be paid by the State.
Establishes an outreach program in the department of health to inform physicians and appropriate non-physician practitioners participating in medicare that comprehensive care planning services for those with Alzheimer's disease and related dementias is a covered benefit under medicare.
Requires the department of health to conduct a study on increasing the number of restaurants and nonprofit organizations donating surplus food. Takes effect on 7/1/2050. (HD1)
