Proposes a constitutional amendment to ensure that the basis to marriage shall not be denied or abridged on the basis of race or sex.
Requires the Hawaiʻi Public Housing Authority to allow any resident of a public housing project or state low-income housing project to keep 1 or more pet animals in the resident's unit, subject to applicable state laws, county ordinances, and any reasonable conditions. Provides that the Authority may charge a refundable deposit for each pet animal but shall not impose a monthly pet fee or pet rent. Allows the Authority to remove a vicious animal to protect persons or property.
Amends the appropriation of Act 279, SLH 2022, to conform its lapsing provision by 1 year, to conform to constitutional limitations. Appropriates moneys to the Department of Hawaiian Home Lands for fiscal year 2024-2025 to give practical effect to the legislative intent behind Act 279. Declares that the general fund expenditure ceiling will be exceeded.
Prohibits a person from using a location tracker to harass, stalk, or perpetuate a crime against another person without their knowledge.
Establishes a statewide firefighting helicopter program, to be administered by the State Fire Marshal. Appropriates funds to obtain helicopters, facilities equipment, and supplies; hire and train staff; and do other things necessary to ensure that the program is ready to begin providing aerial firefighting services on July 1, 2025. Declares that the expenditure exceeds the state general fund expenditure ceiling for 2024-2025. Establishes that this measure only takes effect if another bill is passed that establishes a State Fire Marshal position.
Requires certain employers to provide a minimum amount of paid sick leave to employees to be used to care for themselves or a family member who is ill or needs medical care and supplemental paid sick leave to employees under certain public health emergency conditions.
Prohibits users of algorithmic decision-making from utilizing algorithmic eligibility determinations in a discriminatory manner. Requires users of algorithmic decision-making to send corresponding notices to individuals whose personal information is used. Requires users of algorithmic decision-making to submit annual reports to the Department of the Attorney General. Provides for appropriate means of civil enforcement.
Requires the Department of Labor and Industrial Relations to conduct an actuarial study on a leave grant pilot program to help small businesses offer their employees paid family leave and paid sick leave. Appropriates funds.
Requires the department of labor and industrial relations to establish and administer a family leave insurance program. Provides family leave insurance benefits and extends the period of family leave to 16 weeks for businesses that employ one or more employees who meet the hourly qualifications. Eliminates the previous threshold of 100 employees for employers to be subject to the family leave law. Appropriates funds.
