RELATING TO STUDENT ATHLETES.

Requires the Department of Education to establish and administer a three-year student athlete travel pilot program to provide funding for intra-county travel expenses for student athletes of counties with a population of less than 500,000. RELATING TO HISTORIC PRESERVATION.

Redefines "historic property" with respect to the State Historic Preservation Program. Deletes the requirement for an application for a proposed project on an existing privately-owned single-family detached dwelling unit to have a historic preservation review if the unit or townhouse is over fifty years old.

RELATING TO ORGANIC WASTE.

Establishes statewide goals for solid waste reduction and organic waste diversion. Requires each county to incorporate into its next integrated solid waste management plan revision a plan to divert certain organic waste generated within the county in alignment with established state benchmarks. RELATING TO PUBLIC BANKING.

Establishes a state-owned bank implementation board within the Department of Commerce and Consumer Affairs to determine the need for, potential costs and benefits of, and prerequisites to establishing a state-owned bank. Requires a report to the legislature.

RELATING TO FRESHWATER WATERWAYS.

Prohibits residing in, on, or within fifty feet of a freshwater waterway. Authorizes state and local law enforcement agencies, including the Department of Land and Natural Resources' Conservation and Resources Enforcement Program and county police, to enforce the prohibition.

RELATING TO CANNABIS.

Establishes the Hawaii Cannabis and Hemp Office within the Department of Commerce and Consumer Affairs to regulate all aspects of the cannabis plant. Beginning 1/1/2026, legalizes the personal adult use of cannabis. Establishes taxes on the retail sale of adult-use cannabis and the sale of medical cannabis. Adds new traffic offenses relating to the consumption or possession of marijuana or marijuana concentrate. Makes conforming amendments related to the legalization of personal adult use of cannabis. Beginning 1/1/2026, decriminalizes certain drug offenses related to marijuana and marijuana concentrate. Transfers the personnel and assets of the Department of Health and assets of the Department of Agriculture relating to cannabis to the Hawaii Cannabis and Hemp Office. Establishes various positions within state entities to regulate the personal adult use of cannabis. Appropriates funds. Effective 7/1/3000. (HD1)

RELATING TO HISTORIC PROPERTY.

Amends the definition of "historic property" under the State's historic preservation program to include properties included on, or eligible for inclusion on, the national register of historic places or Hawaii register of historic places and any artifacts, records, or material remains relating to the property. RELATING TO TRANSPORTATION.

Designates student transportation as critical infrastructure and a critical service for Hawaii's public education system. Requires all school bus contracts between the State and the contractor to include certain standards, performance metrics, and accountability requirements to prevent service disruptions. Effective 7/1/3000. (HD1)
