Requires state and county agencies to adopt and maintain rules pertaining to environmental protection; water supplies; solid waste; air quality; water quality; solid waste control; hazardous waste; underground storage unit regulation; asbestos emission and lead hazard control; and drinking water that are as stringent as, or more stringent than, applicable baseline federal standards. Effective July 1, 2020. (SD1)
Appropriates funds to provide additional rent supplement subsidies to eligible individuals and families. Takes effect on 01/01/2050. (SD1)
Appropriates funds to the Judiciary to conduct an evaluation study to assess the impact of the community court outreach project in reducing the administrative burdens within the judicial system and for any staff and technology necessary for conducting the community court at community sites.
Requires each county to use a portion of its highway beautification fee revenues for cleanup of improper tire disposal sites. Appropriates funds from the special account in the environmental management special fund to each county for cleanup of improper tire disposal sites. Requires each county to report to the legislature statistics on the number of improperly disposed tires collected. (SD1)
Requires the Department of Business, Economic Development, and Tourism to convene a working group to develop standards for reporting energy consumption to facilitate comparisons of energy consumption and costs by consumers and homebuyers. (HB1249 HD3)

Makes an appropriation to the Hawaii community college for the Hawaii community college and University of Hawaii at Hilo, in collaboration with the Department of Agriculture and the Agribusiness Development Corporation, to study agriculture and agricultural learning opportunities on the island of Hawaii. Requires the Hawaii community college to submit a report to the legislature. Effective 7/1/2050. (SD1)
Establishes a two-year water conservation financial assistance pilot program to provide financial assistance to county-owned public water systems. Appropriates funds. Effective 7/1/2050, repeals 6/30/19. (SD1)
Establishes a clean ground transportation benchmark framework to maximize consumer fuel savings, including a near term 2025 target encouraging electric vehicle infrastructure buildout supporting Hawaii's goal for the reduction and ultimate elimination of the use of imported fuels for ground transportation by 2045. Directs the department of transportation to collaborate with the state energy office to develop recommendations to achieve those benchmarks. Amends the definition of electric vehicle to include fuel cell electric vehicles. Effective 7/1/2050. (SD2)
