Renames the office of planning as the office of planning and sustainability and incorporates sustainability into the duties and responsibilities of the office to ensure long-term planning, coordination, and implementation of Hawaii's sustainability goals and policies. Requires DOH to educate food establishments about liability protections. Expands liability protection for donors to include donations of food and similar donations made directly to needy persons.
