Repeals the changes made to agricultural and aquacultural building permit requirements in Act 203, SLH 2013, to ensure that Hawaii's communities are not suspended from participation in the NFIP.

Requires the department of education to provide training on social and emotional learning to all youth-serving educators, health care professionals and counselors, and agencies and programs, as well as parents of students enrolled in public schools or public charter schools. Appropriates funds to the department of education to conduct training on social and emotional learning.
Specifying that places of public accommodation with at least 100 parking spaces available for public use have at least one parking space designated for an electric vehicle per 100 parking spaces, subject to certain conditions. Removing the requirement allowing owners of multiple parking facilities to designate and electrify few parking spaces than required. Establishing notification requirements and fines for noncompliance. Establishing a task force to examine and make recommendations to expand electric vehicle parking spaces in public parking lots. Excludes for state income tax purposes a portion of income earned by farmers who grow or raise food or value–added food products and whose annual gross income does not exceed a certain amount. Applies to taxable years beginning after 12/31/2017. (SD1)

Creates the Condominium Dispute Resolution Commission to address disputes between a condominium owner and condominium association. Establishes a Commission Ombudsman. Allows the Commission to assess fees to pay for the Commission Ombudsman.
Requires motor vehicle tire retailers to collect a refundable tire disposal deposit for each tire sold.
