Amends the approval process for grants in aid. Establishes grants in aid advisory commission and requires that grant recipients be domestic nonprofit organizations.

Establishes the department of airports. Transfers the airport and aeronautics functions of DOT to the department of airports by the established transfer completion date agreed upon by the director of airports, the director of transportation, and the governor. Appropriates funds.
Creates a mandatory ten-year minimum term of imprisonment for any person who is convicted concurrently of violating both section 707-702.5 (negligent homicide in the first degree) and section 291C-12 (failure to stop). Replaces the term "accident" with "collision" to avoid potential ambiguity.
Requires that bid proposals for construction contracts list subcontractors and joint contractors where the total bid value may be $5,000,000 or more. Requires the listing of subcontractors and joint contractors where the total bid value may be less than $5,000,000, but only if electrical; plumbing; asbestos; elevator; or boiler, hot-water heating, or steam fitting work is involved.
Changes income tax rates and eliminates state income tax for those at or below the poverty level for taxable years beginning after December 31, 2017.
Amends Act 143, Session Laws of Hawaii 2017, by providing an additional Motion Picture, Digital Media, and Film Production Tax Credit amount for qualified production costs in a county with a population of 700,000 or less, provided certain hiring criteria are met.
Allows skateboards to be used in bicycle lanes where bicycle lanes are provided.
Provides that a person or entity that is determined by the Hawaii Invasive Species Council to have introduced an invasive species into the State may be strictly liable for all or part of the expenses to eradicate the invasive species from the State. (HB1301 HD2)
Establishes a community court outreach project in the City and County of Honolulu, subject to the availability of funds and memoranda of agreements from the Judiciary, Prosecuting Attorney, and the Public Defender. Appropriates funds. (HB457 HD1)
Removes discriminatory requirements for mandatory insurance coverage of in vitro fertilization procedures to create parity of coverage for same-sex couples, unmarried women, and male-female couples for whom male infertility is the relevant factor.
