RELATING TO THE RIGHT TO GARDEN.

Authorizes the cultivation of vegetable gardens on properties within planned community associations and condominiums. Prohibits planned community associations and condominiums from prohibiting or restricting the cultivation of vegetable gardens via their association documents.

RELATING TO COLORECTAL CANCER.

Requires and appropriates funds for the Department of Human Services to develop and implement a public assistance program offering state-funded colorectal screenings for certain persons. Requires coverage for all colorectal cancer screenings in the State to be consistent with the Affordable Care Act Implementation Frequently Asked Questions published by the United States Department of Labor, United States Department of Health and Human Services, and United States Department of the Treasury. RELATING TO RETIRED TEACHERS.

Amends the break in service requirement for retirants to six months before they can be rehired as teachers or administrators in teacher shortage areas or in hard-to-fill positions. Prohibits rehired retirants from receiving additional employment benefits. Directs the Department of Education to adopt rules to identify teacher shortage areas and hard-to-fill positions. RELATING TO AQUACULTURE.

Authorizes the Division of Animal Industry of the Department of Agriculture to adopt, amend, and repeal rules to develop an assessment and approval process to import and move aquatic livestock in the State. Requires the Aquaculture Program to develop a risk-based framework and biocontainment standards for the aquatic livestock assessment and approval process. Appropriates funds. Effective 7/1/3000.
