Requires the transfer of the Maui State Veterans Home to the Oahu Regional Health Care System and then to the Department of Health, as part of the Oahu Regional Health Care System transfer pursuant to Act 212, Session Laws of Hawaiʻi 2021.

Requires health insurers, mutual benefit societies, and health maintenance organizations to provide health insurance coverage for various sexual and reproductive health care services. Applies this coverage to health benefits plans under the Hawaiʻi Employer-Union Health Benefits Trust Fund. Effective 1/1/2025.
Establishes a court's authority to issue an order restricting abusive litigation.
Establishes the multifamily housing accessibility modifications grant program to facilitate the installation of accessibility modifications in certain properties. Appropriates moneys. Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025.
Requires each public high school in the State to require students to complete and pass 2 full years of Hawaiian language courses as a condition of graduation.
Requires the Department of Land and Natural Resources (DLNR) to: (1) consider certain insurance coverage in conducting safety inspections relating to dam and reservoir safety; (2) to relax any restrictions and stringent standards on a dam or appurtenance upon verification of certain insurance coverage; and (3) assume that a dam, reservoir, or appurtenance is safe absent certain documents. Places the burden of proof on DLNR to find that a dam, reservoir, or appurtenance is high risk. Establishes additional requirements for DLNR and Board of Land and Natural Resources regarding the Dam and Appurtenance Improvement or Removal Grant Program.
Establishes the offense of involuntary manslaughter. Renames the existing offense of manslaughter as voluntary manslaughter. Amends various statutory provisions to accommodate the 2 forms of manslaughter.
Appropriates funds for capital improvement projects in the sixth representative district.
