RELATING TO MAUI'S PERMANENT HOUSING RECOVERY.

Establishes within the Department of Business, Economic Development, and Tourism the Interagency Council for Maui Housing Recovery to coordinate and facilitate Maui's permanent housing recovery and facilitate consultation and collaboration between state and county agencies on housing recovery initiatives for the island of Maui. Designates the executive director of the Hawaiʻi Housing Finance and Development Corporation to serve as chair of the council. Appropriates moneys. Sunsets 6/30/2034. Effective 7/1/3000. (HD1)

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY.

Creates the Kona Community Development District to allow for planning, development, and maintenance of public lands in Kona, on the island of Hawaiʻi. Amends the Hawaiʻi Community Development Authority membership to include members of Kona. Requires the Hawaiʻi Community Development Authority and the Department of Corrections and Rehabilitation to seek federal grants and loans from the United States Department of Agriculture's Community Facilities Direct Loan and Grant Program for the construction of a correctional project within the new development district. RELATING TO HEALTHCARE.

Establishes the Hui Hoomana task force to identify actionable priorities and financial resources to offer the State's residents universal access to affordable, high-quality healthcare and health insurance. RELATING TO CORRECTIONAL FACILITIES AUTHORITY.

Establishes the Correction Facilities Authority to be responsible for all public corrections development, planning, and construction related to capital improvement projects. Requires the Correction Facilities Authority to apply for a loan or grant from the United States Department of Agriculture's Community Facilities Direct Loan and Grant Program. Effective 7/1/3000. RELATING TO AUTOMATED EXTERNAL DEFIBRILLATORS.

No later than January 1, 2025, requires the Department of Accounting and General Services to install and maintain automated external defibrillators in certain state buildings. Requires the Department of Accounting and General Services to provide trainings on the use of automated external defibrillators for certain state employees and security staff. Appropriates funds. RELATING TO MENSTRUAL PRODUCTS.

Requires the Department of Accounting and General Services to provide menstrual products at no cost in specified restrooms in public buildings maintained by the department. Requires the Department of Accounting and General Services to post signage in each restroom identifying the location of the free menstrual products. Appropriates funds. Effective 7/1/3000. (HD1)

RELATING TO HAWAII RETIREMENT SAVINGS ACT.

Clarifies the definition of "covered employer" under the Hawaiʻi Retirement Savings Act. Requires covered employers to automatically enroll covered employees into the Hawaiʻi Retirement Savings Program unless the employee chooses to opt out. Effective 7/1/3000. (HD1)
