PROPOSING AN AMENDMENT TO ARTICLE V, SECTION 2, OF THE HAWAII STATE CONSTITUTION TO REQUIRE THE GUBERNATORIAL NOMINEE OF EACH POLITICAL PARTY TO SELECT THE PARTY'S LIEUTENANT GOVERNOR NOMINEE.

Proposes an amendment to article V, section 2, of the Hawaii State Constitution to require that each gubernatorial nominee appoint a person from the same political party as a running mate for lieutenant governor in the general election.

RELATING TO YOUTH MENTORSHIP.

Requires the office of youth services to establish a pilot program to offer mentorship services to Pacific Islander students in high school and college. Establishes 1 FTE position for a youth pilot program coordinator. Requires a report to the legislature. Appropriates moneys.

RELATING TO ELECTRIC VEHICLES.

Prohibits the issuance of certain new residential multi-family and commercial building application permits and new state building application permits initiated on or after January 1, 2022, unless the building's parking stalls are electric vehicle charger ready. Allows such buildings to implement an electric vehicle energy management system. Effective 7/1/2050. (HD1)

RELATING TO CARBON PRICING.

Amends the environmental response, energy, and food security tax to address carbon emissions. Establishes a refundable tax credit to mitigate the effect of a carbon emissions tax on taxpayers. Tax credit applies to taxable years beginning after 12/31/2021. Effective 7/1/2050. (HD1)

RELATING TO PUBLIC SAFETY.

Requires the department of defense to conduct a vulnerability study that provides recommendations for areas in the State that should be protected by decorative bollards and submit a report to the legislature.

RELATING TO THE ALOHA STADIUM.

Provides development guidance policies for the stadium authority. Tasks the authority with seeking to promote the safety and reliability of harbor infrastructure by identifying and developing appropriate areas within the stadium development district, including stadium parking lots as appropriate, that are fortified to withstand the structural requirements of a permanent shipping container storage and lay down facility for emergency use by Pearl Harbor.

RELATING TO ENERGY EFFICIENCY.

Authorizes the Chief Energy Officer of the Hawaii State Energy Office to adopt rules to enforce minimum efficiency standards for certain products and establish or amend appliance efficiency standards in certain situations. Regulates the appliance efficiency standards for portable electric spas. Effective 7/1/2050. (HD2)

RELATING TO CLEAN ENERGY FINANCING.

Creates the clean energy and energy efficiency revolving loan fund in the Hawaii green infrastructure special fund to be administered by the Hawaii Green Infrastructure Authority. Amends the purpose of the revolving sub-fund to expand financing for state agencies and also includes the electrification of fleet vehicles. Repeals the building energy efficiency revolving loan fund. Appropriates funds from the clean energy and energy efficiency revolving loan fund to make loans for clean energy investments or other authorized uses. Effective 7/1/2050. (SD1)

RELATING TO PACKAGING WASTE.

Part I: Requires and appropriates funds for the department of health to conduct a study on the benefits and costs to implement extended producer responsibility in the State. Part II: Beginning January 1, 2022, prohibits full-service restaurants from providing single-use plastic service ware to consumers unless requested by the consumer. Part III: Beginning January 1, 2023, requires beverage manufacturers that offer for sale, sell, or distribute beverages in plastic beverage containers in the State to meet minimum postconsumer recycled content requirements. Effective 7/1/2050. (HD1)
