RELATING TO TRANSPORTATION.

Ensures the collection of the state general excise tax in instances in which the transportation of passengers is furnished by common carriers by the use of aircraft when the collection of the tax is not prohibited by federal law. Limits imposition of tax to flights that occur within the airspace of a single island of the State.

RELATING TO ETHNIC STUDIES.

Requires public school students to complete a course in ethnic studies. Requires the superintendent of education to develop a model curriculum in ethnic studies, circulate the curriculum for public comment, and obtain approval of the curriculum from the board of education. RELATING TO RENEWABLE ENERGY.

Amends the definition of renewable portfolio standard for electric utility companies to be a percentage of electrical energy generation, rather than sales. Establishes an unspecified renewable portfolio standard goal for gas utility companies. Directs the public utilities commission to open a formal proceeding to examine questions surrounding the establishment of a gas renewable portfolio standard. Effective 7/1/2050. (HD1)

RELATING TO PUBLIC LANDS.

Requires DLNR to develop a plan to reduce the disposition of public lands for military activities and make recommendations regarding the remediation and restoration of public lands that have been damaged by military use. Requires DLNR to convene an advisory committee to provide recommendations regarding the plan. Requires reports to the legislature.

RELATING TO WASTE MANAGEMENT.

Requires the University of Hawaii economic research organization to conduct a comprehensive study and submit a report to the legislature about a policy approach that encourages manufacturers to take on the costs of end-of-life product management.

RELATING TO CRIMINAL TRESPASS ONTO STATE LANDS.

Provides that the facts and circumstances to be considered in establishing the offenses of criminal trespass in the second degree and criminal trespass onto state lands may include but not be limited to authenticated photographs, video recordings, or other recordings that show the commission of the offense. RELATING TO CORAL.

Requires the university of Hawaii environmental center to conduct ongoing studies of the environmental impacts of sewage spills on affected coral reefs and submit an annual report to the legislature prior to the convening of each regular session. Appropriates moneys.

RELATING TO TRAUMA-INFORMED EDUCATION.

Requires DOE to establish a threeyear pilot program for the development and implementation of a traumainformed education program in the Castle, Kailua, and Kalaheo complex areas, based on the NanakuliWaianae complex area traumainformed education programs and report to the legislature.
