Beginning 7/1/2028, prohibits the sale of any leaf blower, string trimmer, or weed whacker that does not meet the ANSI B-175.2 class 1 rating. Increases fines for violations of leaf blower, string trimmer, and weed whacker restrictions. Beginning 7/1/2028, prohibits government entities from purchasing leaf blowers, string trimmers, or weed whackers that do not meet the ANSI B-175.2 class 1 rating. Effective 7/1/3000. (HD2)

Establishes a pilot program in the Department of Health to provide intensive mobile treatment-type services, e.g., "street psychiatry", to chronically houseless adult individuals suffering from serious brain disorders like schizophrenia and schizoaffective disorder. Requires reports to the Legislature. Appropriates funds.

Extends the landfill buffer zone from one-half mile to one mile. Requires the landfill buffer zone to apply to lands in the state conservation district and lands designated as national conservation areas. Effective 7/1/3000. (HD1)

Appropriates funds to the City and County of Honolulu for the expansion of the feral chicken program and the Vector Control Branch of the Department of Health for a statewide education campaign for the feeding of feral animals. Effective 7/1/3000. (HD1)

Requires any person providing doula services for compensation or representing or advertising themselves as a certified doula to register with the Director of Commerce and Consumer Affairs. Establishes certain rights for certified doulas, including being present during delivery and in any recovery rooms, if requested by the client. Requires the Director to maintain a link to the registry on the Department of Commerce and Consumer Affairs' website. Effective 1/1/2026.

Exempts disabled veterans from the State's vehicle weight tax and repeals the exemption for disabled veterans from the State's annual vehicle registration fee. Effective 7/1/3000. (HD1)

Requires disbursing officers to notify employees within sixty days of making a determination that an indebtedness has occurred to the government resulting from salary or wage overpayment. Amends the amount that a disbursing officer may deduct from an employee's salary, wage, or compensation based on the employee's gross income. Effective 7/1/2050. (SD1)

Requires the State to defend professionally licensed or certified state employees from civil actions or proceedings, under certain circumstances. Clarifies that the employee may employ their own attorney at the employee's own expense. Establishes a process for the Attorney General to transfer or withdraw representation if the Attorney General declines to defend the employee. Effective 7/1/3000. (HD1)

Amends the law authorizing the killing of mongoose by clarifying the circumstances under which mongoose may be killed and authorizing feral chickens to be killed under certain circumstances. (HD1)

Sets the amount of the employer contribution to the Hawaii employer-union health benefits trust fund as a fixed percentage of the health benefits plan or life insurance plan premium cost. Makes conforming amendments.
