Requires the department of human services to establish a neighbor islands blind and visually impaired service pilot program that provides training and other services to blind or visually impaired individuals residing on the neighbor islands. Requires a report to the legislature. Appropriates funds. Repeals 06/30/2025. Effective 7/1/2060. (SD1)
Requires the Department of the Attorney General to establish a five-year commercial sexual exploitation of children data pilot program. Requires annual reporting to the Legislature and making the data and report publicly available. Appropriates moneys. (SD1)
Establishes a general excise tax exemption for the gross proceeds or income derived from the: (1) sale of food; (2) sale of nonprescription drugs; and (3) manufacture, production, packaging, and sale of diapers. Effective 7/1/2050. (SD1)
Requires the Disability and Communication Access Board to develop, publish, and periodically update information and communication technology disability access standards to be implemented by state entities. Effective 7/1/2060. (SD1)

Requires the chief election officer to develop and distribute a voter information guide for all candidates running for federal or state office, including candidates running for any trustee position of the Office of Hawaiian Affairs for the 2024 election. Sunsets 11/6/2024. (SD1)
Authorizes, and appropriates funds for, the issuance of general obligation bonds into and out of the rental housing revolving fund for low-income rental housing projects or units that are allocated low-income housing tax credits and developed for families and individuals who meet certain eligibility requirements.
