RELATING TO TAX CREDIT FOR ON-SITE EARLY CHILDHOOD FACILITIES.

Establishes an income tax credit for employers who create on-site early childhood facilities. Establishes and appropriates funds for 1.0 FTE on-site early childhood facility coordinator position. Applies to taxable years beginning after 12/31/2020. Takes effect on 7/1/2050. (HD1)

RELATING TO ELECTRONIC SMOKING PRODUCTS.

Establishes the offense of unlawful shipment of e-liquid products. Includes e-liquid and electronic smoking devices containing e-liquid within the definition of "tobacco products", as used in the cigarette tax and tobacco tax law. Allocates a portion of funds collected from excise taxes on tobacco products to health education and prevention programs about the risks and dangers of the use of electronic smoking devices for youth. Repeals certain provisions of the Hawaii Revised Statutes relating to electronic smoking devices. Effective 7/1/2050. (HD1)

RELATING TO TRAFFIC SAFETY.

Requires vehicles on any two-lane roadway that provides for two-way movement of traffic, proceeding at less than the speed limit, where passing or overtaking another vehicle is not possible or permitted, and a line of five or more vehicles has formed immediately behind the vehicle, to move off the roadway at the nearest location where sufficient space exists for trailing vehicles to overtake. Takes effect on 7/1/2050. (HD1)

RELATING TO PHARMACY BENEFIT MANAGERS.

Clarifies the duties and responsibilities of a pharmacy benefit manager. Establishes quarterly reporting requirements to the Insurance Commissioner by pharmacy benefit managers. Authorizes audits of pharmacy benefit managers by the Insurance Commissioner. Expands the definition of pharmacy benefit manager. Effective 7/1/2050. (HD1)

RELATING TO BULLYING.

Appropriates funds for selected public middle school teachers to attend an evidence-informed or evidence-based and culturally relevant bullying intervention training session and for those selected public middle school teachers to provide training on bullying intervention to other public school employees in their respective schools. RELATING TO HEALTH.

Authorizes public school teachers and educators to confiscate electronic smoking devices and electronic smoking device products. Requires public schools to coordinate with the appropriate county police departments for the proper disposal of confiscated electronic smoking devices and electronic smoking device products within three months of confiscation. Repeals on 1/1/2023. Takes effect on 7/1/2050. (HD1)

RELATING TO CONSTRUCTION WASTE.
