RELATING TO PUBLIC EMPLOYMENT.

Establishes a paid family leave program for state and county employees. Authorizes a qualifying employee to take up to 12 weeks of paid leave for the birth or placement of a child or to care for a family member who has a serious health condition. Requires the employee to agree to subsequently work for the employer for at least 12 weeks upon return to service except under certain conditions.

RELATING TO NOISE.

Requires the department of health to adopt rules by 6/30/2026 for amplified sound on public and private property where decibel weighted levels exceed current standards for zoning districts and residential properties where noise is excessive during certain times.

RELATING TO FIREWORKS.

Establishes the shipping container inspection program and shipping container inspection program special fund. Increases the maximum fine for each violation of the fireworks law. Requires PSD to submit reports to the legislature on implementation of the shipping container inspection program.

RELATING TO TRANSPORTATION.

Specifies that a certificate of inspection shall be issued if a vehicle is not equipped with a noisy muffler or exhaust system. Requires rules regarding safety check inspections to ensure that a motorcycle, moped, or motor vehicle is not equipped with a noisy muffler or exhaust system. Suspends, revokes, or refuses renewal of a permit for an official inspection station upon a third or subsequent wilful violation of any rule regarding inspecting a noisy muffler or exhaust system. Makes violating the noisy muffler laws a petty misdemeanor. Includes repairing or installing a noisy muffler or exhaust system as a prohibited practice for motor vehicle repair regulations.

RELATING TO SUSTAINABILITY.

Requires the Department of Land and Natural Resources to recognize that game mammals and game birds provide a food source, that striking an appropriate balance between the management of game mammal and game bird populations and sustainability of the animals' natural habitats to reduce negative impacts to important watershed areas is a priority, and that the State's unique relationship with the ocean requires careful consideration and management of land and ocean activities that prioritize the public trust responsibilities of the State. Requires each department, office, or agency of the State to update the department, office, or agency's rules and policies to integrate the local hunting and fishing industries into any food security or sustainability strategies that department, office, or agency employs. RELATING TO EMPLOYMENT PRACTICES.

Prohibits an employer from entering into or requiring an employee to enter into a nondisclosure agreement pertaining to sexual harassment or sexual assault occurring in the workplace, at work-related events, between employees, or between the employer and an employee. (SD1)

RELATING TO TELEPHONIC SERVICES.

Permits, but does not require or prohibit, medicaid, health insurers, mutual benefit societies, and health maintenance organizations to cover telephonic behavioral health services under certain circumstances. Clarifies that telephonic services do not constitute telehealth. (CD1)
