Creates a mandatory ten-year minimum term of imprisonment for any person who is convicted concurrently of violating both section 707-702.5 (negligent homicide in the first degree) and section 291C-12 (failure to stop). Replaces the term "accident" with "collision" to avoid potential ambiguity.
Permits agricultural lodges on agricultural land with a soil rating of C, D, E, or U in a county with a population of more than 170,000 and less than 500,000 and limits the number of guest rooms, depending on the acreage of the lodge.
Requires the department of health to adopt rules to prohibit: (1) the manufacture and sale of manufactured marijuana products that are shaped to appeal to children; and (2) the use of additives in manufactured marijuana products designed to make the product more addictive or more appealing to minors.
Prohibits the remote sale and distribution of cigarettes and tobacco products, including electronic smoking devices, to any person in the State other than a licensed wholesaler or dealer or a permit-holding tobacco product retailer. Makes violation of the prohibition a class C felony. (HB1495 HD1)
Specifies that the minimum term of a deferred deposit, or payday loan, shall be no less than six months with no penalty for early redemption. Caps the allowable interest rate at forty-five per cent and requires reimbursement of the prorated interest amount charged upon prepayment.
Authorizes a county that has established a county surcharge on state tax to make the surcharge permanent. Requires that a mass transit project funded by county surcharges be extended beyond its initial route. Requires that 50% of county surcharges collected be deposited into the state highway fund.
Appropriates funds for burial grants for qualifying Filipino-American veterans to provide funeral and burial services and transportation of their remains to the Philippines. (HB1420 CD1)
