Establishes a three-year pilot program which authorizes nonprofit organizations in a county with a population of 500,000 or more to provide shelter to homeless persons, including by hosting temporary encampments on property owned by the organization. Requires reservation of a percentage of units in a housing development on public land or real property in a county-designated transitoriented development zone and under the control of the Board of Land and Natural Resources, the Hawaii Housing Finance and Development Corporation, or the Hawaii Community Development Authority for low-income residents. Requires the counties to establish a medical cannabis collectives registration system for regulating and taxing the distribution of medical cannabis. Allows primary caregivers and qualifying patients to assert the medical use of cannabis as a defense rather than an affirmative defense under the medical use of cannabis law.
