Proposes constitutional amendments to expressly provide that the Legislature may authorize political subdivisions, such as the counties, to issue housing infrastructure growth bonds for specified public works, public improvements, or other actions necessary for housing and community development, and exclude these bonds from determinations of the funded debt of the political subdivisions. Effective 7/1/3000. (HD2)

Appropriates funds to: (1) the counties for more voter service centers for in-person voting; (2) the Office of Elections to print and mail the digital voter information guide to all registered voters; and (3) the Office of Elections to support a public outreach and engagement campaign to encourage greater voter participation. Requires the Department of Education to establish a program for the support of students experiencing homelessness. Requires the Department to designate a state coordinator position and state navigator positions to implement the program. Effective 7/1/3000. (HD2)

Repeals the preemption on county ordinances that regulate the sale of cigarettes, tobacco products, and electronic smoking devices. Effective 7/1/3000. (HD2)

Requires the Attorney General to establish a confidential process for persons to anonymously file complaints against public employees. Requires the Attorney General to review and forward the complaints to the department, board, commission, or agency deemed appropriate by the Attorney General. Requires the departments, boards, commissions, and agencies to process the complaint pursuant to their standard complaint‑processing procedures and report the disposition to the Attorney General. Requires reports to the Legislature. Effective 7/1/3000. (HD1)

Defines and provides requirements for the use of a portable solar generation device. Provides that electric utility companies are not liable for any damage or injury caused by a portable solar generation device. Requires each portable solar generation device to be registered with the Public Utilities Commission. Requires the Public Utilities Commission to establish and maintain an online system for registration of portable solar generation devices, at no cost to the customer. Effective 7/1/3000. (HD1)

Authorizes registered nurses and qualified state-licensed health care professionals who are participating in a community paramedicine program approved by the Department of Health who are licensed by the State to administer medication as part of an assisted community treatment order's treatment plan to the subject of the order, under certain circumstances. Authorizes the issuance of reimbursable general obligation bonds in four tranches to provide the necessary funds for the Condominium Loan Program. Appropriates funds from the Hurricane Reserve Trust Fund to provide initial coverage of the bond payments. Effective 7/1/3000. (HD1)

Requires the Board of Land and Natural Resources to adopt rules no later than June 30, 2030, establishing a statewide daily bag limit for ʻamaʻama during the open season; provided that the rules shall apply only to areas without management plans as of the effective date of the rules. Effective 7/1/3000. (HD1)

Establishes a five-year pilot program allowing retirants to be rehired for exempt service for one-year terms under certain circumstances. Provides that retirants employed under the program are excluded from the Hawaii Employer-Union Health Benefits Trust Fund and will not experience an interruption of pension benefits. Requires an employer of a retirant under the program to contribute to the Employees' Retirement System. Requires the Department of Human Resources Development to submit a report to the Legislature. Sunsets 6/30/2031. Effective 7/1/3000. (HD1)
