Establishes a tax credit for sustainable aviation fuel distribution in Hawaii to reduce greenhouse gas emissions. Provides $1 per gallon, increasing by 2 cents per additional 1 per cent emissions reduction, up to $2 per gallon. Caps total credits at $20,000,000 annually, with carryover provisions. Requires reporting to ensure transparency and compliance. Applies to taxable years beginning after December 31, 2026, and sunsets on December 31, 2035. Effective 7/1/3000. (HD2)

Authorizes the Department of Labor and Industrial Relations to establish a Community Wage Theft Enforcement Partnership Program and enter into contracts or memoranda of agreements with community-based organizations to enhance outreach, referral, and recovery of stolen wages. Requires the Department of Education to develop, adopt, and implement a standardized emergency response plan governing immigration enforcement activity at or within one thousand feet of public schools and adopt policies and procedures to address immigration enforcement activity at certain school-related location and events. Requires cardiovascular screening for students, including student athletes. Requires the Department of Education, in collaboration with the Department of Health, to distribute educational and informational materials regarding sudden cardiac arrest. Requires the Department of Health to implement policies, programs, training, and continuing education that increase health care provider knowledge of cardiovascular screening guidelines.

Establishes the Hawaii Dementia Initiative Business Recognition Program within the Department of Business, Economic Development, and Tourism. Requires the Department of Business, Economic Development, and Tourism to collaborate with the Executive Office on Aging to implement the program. Appropriates funds. Effective 7/1/3000. (HD1)

Expands the services eligible for Medicaid Prospective Payment System reimbursement to include certain services furnished by a federally qualified health center or rural health clinic and provided by mental health professionals under the clinical supervision of a licensed mental health professional. Requires the Department of Human Services to adopt rules for this purpose and seek federal approvals as necessary. Effective 7/1/3000. (HD1)

Establishes the Statewide Air Medical Services Program within the Department of Health, Emergency Medical Services and Injury Prevention Systems Branch to coordinate and strengthen air medical services. Establishes an air medical director, an air medical program manager, and an air medical coordinator. Specifies that annual licensure and accreditation fees are to be deposited into the Emergency Medical Services Special Fund for costs of the program. Effective 7/1/3000. (HD1)

Authorizes the counties to require contractors to disclose information regarding their employees' wages, benefits, hours, and employment status and deny, revoke, or suspend a building permit application for violating laws relating to wages, benefits, hours, and employment status, under certain conditions. Requires the Department of Education to permit the participation of eligible homeschooled students in public high school extracurricular activities, subject to certain requirements and limitations.

Beginning with the 2026-2027 school year, requires public charter schools participating in the National School Lunch Program to provide free meals to students whose family income is no more than three hundred per cent of the federal poverty level. Appropriates funds. Effective 7/1/3000. (HD1)
