Repeals existing law that requires the Department of Health to conduct unannounced visits and inspections, including inspections for relicensing or recertification, of state-licensed special treatment facilities. Requires the Department of Health to prioritize investigations of complaints against state-licensed or state-certified care facilities based on the degree of severity of the allegations. Clarifies that any person, corporation, or any other entity that provides health care or human services is prohibited from knowingly referring or transferring patients to an uncertified or unlicensed care facility. Repeals existing law providing that a landlord shall not be deemed to be providing home care services or operating a care facility that requires a license under specified conditions. Requires the department of public safety, or its successor agency, in collaboration with the department of human services, to develop and establish a social work training program to assist nonviolent incarcerated individuals in the area of social work. Requires the department of health to adopt rules by 6/30/2026 for amplified sound on public and private property where decibel weighted levels exceed current standards for zoning districts and residential properties where noise is excessive during certain times.
Requires employers to provide a minimum amount of paid sick leave to employees and supplemental paid sick leave to employees under certain public health emergency conditions. Effective 6/30/3000. (HD1)
Establishes the Hawaiʻi Sports Task Force within the Department of Business, Economic Development, and Tourism to plan and coordinate efforts to secure and maintain Hawaiʻi as a host location for major sporting and sports entertainment events at Aloha Stadium and other locations in the State.
Requires the Department of Human Services to establish a Child Care Accreditation Program to assist licensed and registered child care providers in obtaining accreditation. Authorizes the use of the Child Care Grant Program Special Fund for Child Care Accreditation Program grants. Makes the accreditation requirement for service providers receiving funds from the Preschool Open Doors Program voluntary. Appropriates funds for the Child Care Accreditation Program, including funding for the establishment of one full-time equivalent (1.0 FTE) position. Appropriates funds into and out of the Child Care Grant Program Special Fund for the Child Care Accreditation Program. Effective 6/30/2050. (SD1)
Requires and appropriates moneys for the provision of free voice communication services in the State's youth and adult correctional facilities. Prohibits state agencies from deriving revenue or financial benefits from the provision of communication services to persons confined in state correctional facilities. Requires that a written disclaimer be provided by sellers or providers of emotional support animals or certificates or identification tags for emotional support animals that the animal is not a service animal or the item does not qualify as an item for a service animal. Reduces, then later exempts, the tax collected on the sale of groceries that are eligible under the supplemental nutrition assistance program or special supplemental nutrition program for women, infants, and children, regardless of the means of purchase and the program eligibility of the purchaser.
