RELATING TO SEXUAL VIOLENCE PREVENTION EDUCATION.

Establishes the Erin's law task force to review policies, programs, and curricula for educating public school students about sexual abuse and sex trafficking prevention, report recommendations for the establishment of a program to educate public school children on sexual abuse prevention through age-appropriate curricula, provide relevant training to teachers and school staff, and inform parents and guardians about important child sexual abuse topics. Requires the Department of Education to establish and implement a systemwide sexual abuse prevention education program at the conclusion of the task force.

RELATING TO DEPOSIT BEVERAGE CONTAINERS.

Requires the department of health to establish a reverse vending machine pilot program to provide grants to deploy reverse vending machines in the State. Allows moneys from the deposit beverage container deposit special fund to be used for grants to deploy reverse vending machines. Effective 6/30/3000. (HD1)

RELATING TO KUPUNA HOUSING.

Temporarily expands the state rent supplement program to specifically target qualified individuals who are sixty-two years of age or older and are homeless or at imminent risk of becoming homeless. Requires HPHA to submit annual reports to the legislature. Appropriates funds. Repeals 6/30/2026. Effective 7/1/3000. (HD1)

RELATING TO SCHOOL PSYCHOLOGY.

Establishes licensure requirements for school psychologists to be administered by the board of psychology. Requires all school psychologists to be licensed by 7/1/2025. Increases the composition of the board of psychology to include two school psychologists. Effective 6/30/3000. (HD1)

RELATING TO EXCESSIVE NOISE.

Appropriates funds for the department of transportation to develop, in conjunction with the appropriate counties, a pilot program to use noise detection traffic cameras to address excessive traffic noise in urban areas in counties with a population of more than five hundred thousand. Within the department of education formally establishes the trauma-informed education pilot program. Appropriates funds for one twelve-month complex area trauma-informed resource teacher permanent position and one district educational specialist II permanent position for the Castle-Kahuku complex area.
