Provides that wage disclosure, discussion, inquiry, and other prohibition provisions under section 378-2.3, HRS, do not apply to discussion of other employee wages if knowledge of the wages stem from human resources, payroll, or legal professional responsibilities in the workplace. (HB1536 HD1)

Establishes a $100 fine for persons over twenty-one who smoke on public school property or at public school functions. (HB1395 HD1)
Requires an application for motor vehicle registration to include additional identifying information. Authorizes the counties to assess a fine against the legal or registered owner of a vehicle deemed abandoned. Requires the legal or registered owner to have up-to-date motor vehicle registration and motor vehicle insurance prior to repossession of the abandoned vehicle. Requires DOT to implement records database linking driver's license, motor vehicle registration, traffic citation divisions, and motor vehicle control. (HB1234 HD1)

Establishes a working group to evaluate current behavioral health care and related system gaps related to the continuum of care for persons experiencing substance abuse, mental health conditions, and homelessness. Makes an appropriation. (HB1448 HD1)
Requires the Board of Education to hold no less than six community forums annually, with at least one forum in each county. Requires the Board to include an open forum for public comments on non-agenda items at the end of each public meeting through June 30, 2024. Requires a report to the Legislature on implementing open forums. (HB411 HD2)
Establishes the offense of unlawful shipment of e-liquid products. Includes e-liquid within the definition of "tobacco products", as used in the cigarette tax and tobacco tax law. Increases the license fee for persons engaged as a wholesaler or dealer of cigarettes and tobacco products. Increases the retail tobacco permit fee for retailers engaged in the retail sale of cigarettes and tobacco products. Allocates a portion of collected excise taxes on tobacco products to the Tobacco Prevention and Control Trust Fund. Repeals certain provisions of the Hawaii Revised Statutes relating to electronic smoking devices. (HB1574 HD2)
