RELATING TO EDUCATION INNOVATION GRANTS.

Establishes the Education Innovation Grants Program to support school-level innovation. Authorizes the Board of Education to adopt guiding principles and measures of success for the Grants Program and the Department of Education to implement the Grants Program. RELATING TO REMOTE TESTIMONY IN LEGISLATIVE HEARINGS.

Establishes the remote legislative access program, to be supervised by the joint legislative access committee. Specific requirements that the joint legislative access committee must consider when developing the program. Requires each house of the Legislature to establish, by rule, procedures for the public to present oral testimony at legislative committee hearings through remote testimony. Appropriates funds. RELATING TO THE UNIVERSITY OF HAWAII PROMISE PROGRAM.

RELATING TO HIGHWAY BEAUTIFICATION.

RELATING TO EMPLOYMENT PRACTICES.

Prohibits written nondisclosure agreements involving sexual assault and sexual harassment as part of an employee's condition of employment under certain conditions.
