Establishes the offense of unlawful shipment of e-liquid products. Includes e-liquid within the definition of "tobacco products", as used in the cigarette tax and tobacco tax law. Increases the license fee for persons engaged as a wholesaler or dealer of cigarettes and tobacco products. Increases the retail tobacco permit fee for retailers engaged in the retail sale of cigarettes and tobacco products. Allocates a portion of collected excise taxes on tobacco products to the Tobacco Prevention and Control Trust Fund. Repeals certain provisions of the Hawaii Revised Statutes relating to electronic smoking devices. (HB1574 HD2)

Amends the definition of "employer" in chapter 388, HRS, to include the State and counties when a provision in that chapter has no comparable provision in chapter 78, HRS.
Prohibits operating a moped or motor scooter from any rental company unless the person wears a safety helmet that the rental company is required to provide or the person wears a safety helmet that is provided by the person; provided that this requirement does not apply to any person who possesses a valid license from any state to operate a motorcycle. Prohibits the rental of any moped or motor scooter with an aftermarket modification to its motor.
Appropriates funds to provide additional rent supplement subsidies to eligible individuals and families.
Requires the Fuel Tank Advisory Committee to meet biannually. (HB381 HD1)
Prohibits sale of polystyrene foam food service containers and the sale or service of food using polystyrene containers statewide. Authorizes the Department of Health to adopt rules for implementation including for enforcement, exemptions, and consumer education. (HB850 HD1)
Establishes a minimum-security housing program in a county with a population of more than 750,000 for short-term adult offenders. Provides capacity for a furlough program. Appropriates funds. (HB1551 HD1)
Excepts from the definition of historic property any private residence that has not been entered, or nominated by the owner of the residence for entry, onto the Hawaii register of historic places. Clarifies that nothing in section 6E-10, Hawaii Revised Statutes, shall be construed to require review by the department of land and natural resources for a project on a private residence fifty or more years old that has not been entered, or nominated by the owner of the residence for entry, onto the Hawaii register of historic places.
Requires the department of land and natural resources to provide administrative support to the council. Requires that the chairperson be selected by the members on an annual and rotating basis. Requires the council to meet quarterly.
Allows counties to enact a zoning ordinance to amortize or phase out nonconforming single-family transient vacation rental units over a reasonable period of time.
