Encourages whole child education through expanding arts, culture, and native Hawaiian educational curricula in public schools. Authorizes certain substitute caregivers in certain care facilities to serve in that capacity for a maximum of 6 hours per day.
Establishes property owner liability for illegal aerial devices possessed or set off on their property by others. Allows probable cause for fireworks offenses to be established from statements from witnesses and photographs, video, or other recordings authenticated by witnesses. Allows probable cause for fireworks offenses to be established from anonymous recordings made using an unmanned aerial vehicle.
Requires that high school students complete a health class. Requires teacher and principal training to include suicide prevention. Allows the training to be conducted through self-review.
Requires that annual charter school audits be performed by an auditor selected by the authorizer. Requires charter schools to provide access to all or any part of its records to its authorizer without payment of a fee. (HB1347 HD1)
Requires the Department of Human Services to include the name of the beneficiary of supplemental nutrition and assistance program (SNAP) benefits on each electronic benefits transfer card. Requires a photo identification to be presented when an electronic benefits transfer card is used.
Requires that teachers teaching at hard-to-staff schools be paid the national average of a similarly situated teacher, with annual cost of living adjustments, or according to the teacher's salary schedule. Requires teachers who are paid the national average to forego any pay differential. (HB1143 HD2)
Establishes the long-term rental assistance pilot program to be administered by the department of health. Appropriates funds for the administration of the pilot program.
Establishes the Erin's law task force to review policies, programs, and curricula for educating public school students about sexual abuse and sex trafficking prevention, report recommendations for the establishment of a program to educate public school children on sexual abuse prevention through age appropriate curricula, provide relevant training to school teachers and staff, and inform parents and guardians about important child sexual abuse topics. Requires the Department of Education to establish and implement a systemwide sexual abuse prevention education program at the conclusion of the task force. Appropriates funds.
Establishes a state income tax credit for certain expenses incurred by pre-kindergarten through grade twelve teachers, instructors, school librarians, counselors, principals, registrars, or aides in a school. (HB891 HD1)
