RELATING TO GRANT IN AID.

Requires the Department of Human Services and the Department of Health to disperse grant-in-aid funds to recipient organizations within ninety days of the effective date of the legislation awarding the grant. Allows the Department of Human Services and the Department of Health to disperse the total amount awarded to recipient organizations before contract execution.

RELATING TO THE HAWAII SCIENTIST-TO-TEACHER PATHWAY PILOT PROGRAM.

Requires the Department of Education to establish a 5-year Hawaii Scientist-to-Teacher Pathway Pilot Program to recruit, train, support, and retain qualified science, technology, engineering, and mathematics professionals as kindergarten through grade twelve teachers of those subjects in the State. Appropriates funds.

RELATING TO VOTER REGISTRATION.

Beginning on 1/1/2020, requires that any person who is eligible to vote and applies for a new or renewed motor vehicle driver's license, provisional license, instruction permit, limited purpose driver's license, limited purpose provisional driver's license, limited purpose instruction permit, or identification card shall be automatically registered to vote if that person is not already registered to vote; provided that, upon receipt of notification from the respective county clerk, the applicant shall have 21 calendar days to opt out of automatic voter registration. Appropriates funds.

RELATING TO PROSTITUTION.

Removes the criminal statute of limitations for sex trafficking and promoting prostitution. Exempts minors from criminal liability for prostitution and street solicitation of prostitution. Establishes minimum criminal and regulatory penalties for prostitution, sex trafficking, and promoting travel for prostitution. Repeals the offense of solicitation of a minor for prostitution.

RELATING TO THE HAWAII STRATEGIC DEVELOPMENT CORPORATION.

Prohibits the Hawaii Strategic Development Corporation from investing in fossil fuel or firearm companies. Earmarks a portion of the Corporation's profits to be deposited into a subaccount of the Corporation's Revolving Fund. (HB342 HD1)

RELATING TO EDUCATION FUNDING.

Requires the Department of Education to contract with a consulting firm that specializes in school finance, particularly with respect to adequacy studies of public education systems in multiple states, to perform a study on the adequacy of funding for education in Hawaii.
