RELATING TO HEALTH.

Establishes a task force to review and recommend specific actions to ensure that Hawaii's food imports are sourced, transported, stored, and distributed in compliance with the Food Safety Modernization Act, and develops specific recommendations to ensure that all foods and brands imported into Hawaii do not mislead or confuse the public. RELATING TO THE HAWAII SCHOOL FOR THE DEAF AND BLIND.

Requires the department of education to develop a plan to transition the Hawaii School for the Deaf and Blind to a conversion charter school. Requires a conversion charter school to enroll a student if the student's individualized education program prescribes that the charter school provides support for blind, deaf, or hard of hearing students. Effective 7/1/2050. (HD1)

RELATING TO CHARITABLE ORGANIZATIONS.

Clarifies that social welfare organizations granted tax exempt Requires social welfare organizations granted tax exempt status under 501(c)(4) of the Internal Revenue Code that donate or contribute to noncandidate committees, engage in electioneering communications, or provide an endorsement for or against a candidate to register with the campaign spending commission and file organizational and financial reports. Effective 7/1/2060. (HD2)

RELATING TO RESIDENTIAL REAL PROPERTY.

Authorizes county police and planning or permitting agencies to enter privately owned residential real property, under certain specified conditions, to address imminent threats to health or safety or violations of county zoning laws that threaten health or safety. Specifies that a property owner who receives a health- or safety-related notice of violation and fails to remediate the violation within the county planning or permitting agency's specified time frame shall be fined a minimum of $1,000 per day and subject to foreclosure proceedings if within a certain number of days the fine is not paid and commencement of remediation is not started. (HD1)

RELATING TO CAMPAIGN SPENDING.

Requires any organization, association, party, or individual that is financially involved in the political process to file a financial disclosure with the campaign spending commission. Requires noncandidate committees to provide to the campaign spending commission a list of certain donors whose money was given by a 501(c)(4) organization to the noncandidate committee to fund an advertisement or electioneering communication. RELATING TO REAL PROPERTY TRANSACTIONS.

Requires sellers to disclose whether the real property lies within the sea level rise exposure area designated by the Hawaii climate change mitigation and adaptation commission or its successor. Effective 1/1/2050. (HD2)

RELATING TO CONDOMINIUMS.

Removes the publication requirement and permits the board of directors of a condominium association to proceed directly to the sale, storage, donation, or disposal of personalty that has been abandoned in or on the common elements of a condominium when the identity or address of the owner is unknown. RELATING TO CARBON OFFSETS.

Establishes procedures for the department of transportation, in consultation with the office of planning, to assist and enable a person to voluntarily purchase a verified carbon offset for carbon dioxide emissions resulting from the person's air travel to or from an airport in the State.
