Requires DOE to establish a threeyear pilot program for the development and implementation of a traumainformed education program in the Castle, Kailua, and Kalaheo complex areas, based on the NanakuliWaianae complex area traumainformed education programs and report to the legislature. Establishes a new offense of theft of a catalytic converter. Requires vehicle registration records and photocopies of driver's licenses to be kept for businesses engaged in the selling or negotiating the purchase of used motor vehicle parts or accessories or licensed to wreck, salvage, or dismantle motor vehicles. Requires these businesses to refuse purchase of used motor vehicle parts or accessories and report the attempted sale to police if a seller does not provide certain information. Changes the fine for any violations of the used motor vehicle parts and accessories laws. Effective 1/1/2022. (SD1)
Amends requirements for child passengers. Requires rear facing child safety seats for children less than two years of age. Requires the use of child safety seats or booster seats for certain children less than ten years of age. Raises certain fines for violations. Effective 7/1/2050. (SD1)
Exempts any person from the post-arrival mandatory selfquarantine if the person receives a negative test result prior to arrival. Allows the governor to establish statewide conditions for exemption. Requires certain COVID-19 tests for travelers who do not have a test result upon arrival to avoid mandatory self-quarantine. Requires any person who does not obtain a negative test result for COVID-19 pre-arrival to be responsible for all costs associated with that person's mandatory self-quarantine. Prohibits the suspension of this Act except by legislative approval via a concurrent resolution. Repeals on 12/31/2021. Effective 7/1/2050. (HD2)
Requires the department of education conduct a comprehensive cost analysis of the department's food services and student meals programs to, in part, increase the use of locally grown agricultural products. Requires a report to the legislature. Effective 7/1/2050. (HD1)
Specifies that certain violations of the Fireworks Control Law shall be considered an activity that causes air pollution under the Hawaii Air Pollution Control Act and a violation of noise control rules under the Hawaii noise pollution laws, and punishable by civil penalties and subject to citations under those respective laws. Effective 1/1/2050. (HD2)
Excludes a homeowner-developer from the annual requirement to file a developer's report and pay a fee if the homeowner's development consists of not more than two units, in which the developer resides in one of the units and the initial sale of the other unit has been completed.
