Changes income tax rates and eliminates state income tax for those at or below the poverty level for taxable years beginning after December 31, 2017.
Clarifies that condominium unit owners have the authority to install security video telecommunications equipment upon property solely owned by the unit owner.
Enacts voting by mail uniformly across all counties for all elections commencing in 2020, and allows any election to be conducted by mail prior to the 2020 primary election, in whole or in part, as determined by the chief election officer or county clerk, as appropriate. Establishes a limited number of voter service centers, with a minimum of two on each island with a population over 75,000, that would remain open from the tenth business day preceding an election through the day of the election to receive personal delivery of mail-in ballots, accommodate voters with special needs, offer same day registration and voting, and provide other election services. Allows for additional places of deposit for personal delivery of mail-in ballots. Appropriates funds for the implementation and administration of the election by mail program. Requires the office of elections to submit a report to the legislature prior to the convening of each regular session from 2019 through 2024, regarding the implementation of a vote by mail system. Takes effect on 1/1/2020.
Requires the Department of Health to adopt rules regarding noise level standards for residential and commercial areas of the State, including the enforcement of these standards.
Reinstates the President of the University of Hawaii as the chief procurement officer for contracts for construction and construction related professional services provided that the contract does not exceed a certain amount.
Allows skateboards to be used in bicycle lanes where bicycle lanes are provided.
Authorizes medical treatment by administrative order of pretrial detainees or committed persons despite their objection. Establishes criteria for issuing court or administrative orders and the process to determine whether an administrative order should be issued for medical treatment over the pretrial detainee's or committed person's objection.
Prohibits modification of motorcycle and moped mufflers that increases noise emission above levels of the original muffler indicated on the label affixed to the vehicle per EPA requirements. Applies to motorcycles and mopeds manufactured after December 31, 2018.
