Establishes the Hawaii Home Energy Assistance Program within the Department of Human Services to assist households in paying their energy bills. Requires the Public Utilities Commission's Public Benefits Fee Administrator to provide information and technical assistance about available energy efficiency programs to recipients of the program. Appropriates funds.
Prohibits a person from lending a firearm to a person who does not have a firearm permit or does not have a registered firearm. Requires an adult who is borrowing a firearm to have either a firearm permit or a registered firearm, and not be prohibited to own or possess a firearm. Specifies that an adult who is twenty-one years of age or older may be lent a rifle or shotgun for a period not to exceed twelve hours. Repeals the authorization to use a rifle or shotgun outside of the State for up to seventy-five days. Repeals the authorization to lend a rifle or shotgun without a permit.
Allows the Department of Health to use money in the Deposit Beverage Container Deposit Special Fund to deploy reverse vending machines. Repeals certain exemptions for beverage dealers from the requirement to operate redemption centers. Allows for the establishment of regional centers for the redemption of refillable beverage containers but not as substitutes for dealers' means to receive deposit beverage containers. Effective 7/1/3000. (HD1)
Amends the prohibition against contributions to a candidate committee or noncandidate committee by state and county contractors to include state and county grantees and the owners, officers, consultants, and joint account holders of a state or county contractor or state or county grantee.
