Prohibits the Department of Human Services from using any social security income payments, including supplemental income payments it receives on behalf of a child under foster custody of the Department to cover the cost of foster care services. Requires the Department of Human Services to deposit all social security income payments received on behalf of a child under foster custody of the Department into a savings account that shall be made accessible to the child when the child leaves foster care custody.

Requires the Director of Human Resources Development, in consultation with the Hawaii Climate Change Mitigation and Adaptation Commission, Hawaii State Energy Office, and Department of Accounting and General Services, to develop and implement a comprehensive Commuting Choice Benefit Program for all state employees regardless of mode of transportation. Requires a hotel to provide notification of a service disruption, or that a service disruption may occur, to all third-party vendors and prospective and current guests. Prohibits a hotel from imposing any fee, penalty, or other charge, or retaining any deposit: if before check-in, a guest cancels a reservation due to a service disruption, unless the hotel provided prior notice; or if the service disruption arises after check-in, regardless of whether the hotel provided prior notification.
Appropriates moneys for a structural engineering analysis; the planning, design, and construction of repairs and improvements to the water line system; and the reopening of a roadway related to Manele Small Boat Harbor.
Requires the Department of Education to develop and implement a climate education, environmental sustainability, and indigenous knowledge into the K-12 curriculum and climate education and environmental sustainability teacher training and professional development programs. Requires the University of Hawaii to develop and implement a series of courses on climate education and environmental sustainability, to be completed by every student prior to the student's graduation, and establish sustainability practices across all university campuses to promote sustainability. Requires the Department of Education and University of Hawaii to conduct annual sustainability audits across their respective campuses to assess the progress of each campus in integrating sustainability into their curriculum and operations.
Requires corporations, organizations, or individuals engaging to commercial transactions or trade practices to clearly and conspicuously notify consumers when the consumer is interacting with an artificial intelligence chatbot or other technology capable of mimicking human behaviors, with certain exemptions. Requires developers that sell, offer for sale, advertise, or make available artificial intelligence chatbots to disclose that their chatbots use artificial intelligence. Authorizes private rights of action. Establishes statutory penalties. Effective 7/1/3000. (HD1)
Increases the penalties imposed on individuals convicted for violation of a temporary restraining order and order for protection. Clarifies that the court shall not sentence a defendant to pay a fine for violating a temporary restraining order or order for protection if, after conducting a financial review, the court determines the defendant is or will be unable to pay the fine. Specifies that the court may suspend certain jail sentence for violation of a temporary restraining order or order for protection upon condition that the defendant remain alcohol- and drug-free, conviction-free, and complete court-ordered assessments or intervention.
Continues a licensing scheme for licensed certified midwives and licensed certified professional midwives, to be overseen by the Department of Commerce and Consumer Affairs. Reestablishes the home birth task force to provide recommendations on issues related to home births. Dissolves the task force on 6/30/2026. Requires reports to the Legislature.
Requires the Department of Education to establish a climate literacy certificate program to provide students with an advanced understanding of climate change through academic coursework and hands-on learning.
