Amends the offense of strangulation of a family or household member to include blocking the nose or mouth of the person or applying excessive pressure to the chest. Clarifies that infliction of visible injury is not required to establish the offense.
Prohibits former legislators and executive branch employees subject to senate confirmation from engaging in lobbying for twelve months after termination of employment as a legislator or executive branch employee. Takes effect 7/1/2020. (SD1)
Establishes a presumption that a person charged with a crime is entitled to unconditional release unless proven otherwise. Requires the consideration of nonfinancial conditions of release before bail is ordered.

Establishes a teacher retention advisory board within the Department of Education for administrative purposes to study and make recommendations regarding teacher retention and recruitment in the State. Requires the advisory board to design a teacher mentorship pilot program to be administered by the Department of Education during the 2019-2020, 2020-2021, and 2021-2022 school years. Requires the Department of Education to conduct detailed exit interviews with teachers who voluntarily leave the employ of the department. Requires annual reports to the legislature. (HB650 HD1)
Requires that the Department of Land and Natural Resources in consultation with the Department of Human Services, post signs in parks and beaches from Kalaeloa to Makaha displaying telephone numbers and hotline numbers of county and state agencies that assist homeless individuals. Appropriates funds.
Requires all places of public accommodation and state building construction constructed or substantially modified after 12/31/20 to provide baby diaper-changing accommodations and baby feeding accommodations that are equally accessible to men and women. (HB1435 HD2)
