Establishes property owner liability for illegal aerial devices possessed or set off on their property by others. Allows probable cause for fireworks offenses to be established from statements from witnesses and photographs, video, or other recordings authenticated by witnesses. Allows probable cause for fireworks offenses to be established from anonymous recordings made using an unmanned aerial vehicle.
Requires that high school students complete a health class. Requires teacher and principal training to include suicide prevention. Allows the training to be conducted through self-review.
Establishes a single-payer healthcare system in Hawaii by transferring Prepaid Health Care Act functions to the EUTF and the functions and duties of the Hawaii Health Authority (Department of Budget and Finance) to a newly established State Health Care Insurance Planning and Financing Authority, governed by a nine-member commission, under the Department of Health. Makes an appropriation.
Increases the maximum civil penalty for littering from $500 to $1,000. Increases the maximum fine for the offense of criminal littering from $1,000 to $5,000.
