Designates 9/11 of each year as United States Senator Daniel K. Akaka Day.
Limits the use of tethers and certain other types of restraints that are known to endanger dogs or prevent dogs from receiving necessary sustenance. Allows tethering for not more than twenty-four consecutive hours but only by means of a chest harness around a dog. Prohibits the sale, distribution, or use of electric shock dog collars. Specifies penalties.
Limits public school students' participation in standardized tests and provides notice to students and parents or guardians of the opportunity to opt out of standardized tests. (HB725 HD1)

Appropriates funding for drug treatment in Hawaii. Requires the DOH to pursue non-state funding sources for drug treatment programs prior to expending general revenue funds appropriated. Establishes certain requirements relating to quiet title actions involving kuleana land.

Authorizes the Board of Education to adopt guiding principles and measures of success for the Grants Program and the Department of Education to implement the Grants Program. Provides a temporary, refundable tax credit to owners of real property for albizia tree trimming or removal performed under certain conditions. Applies to taxable years beginning after 12/31/2019, but shall not be available for taxable years beginning after 12/31/2021.
