Allows bed and breakfast accommodations on class C, D, E, or U agricultural lands in a county with an area greater than 4,000 square miles.

Authorizes applicable county planning commissions to issue special permits for agricultural villages in the agricultural district, without the approval of the LUC.
Directs the department of business, economic development and tourism and the department of land and natural resources to create a Hawaii visitor information brochure containing information about protecting the environment and staying safe while visiting. Requires the brochure to be distributed with the state agricultural form.
Creates a new offense, promoting a dangerous drug in the fourth degree, for possession of any amount of any dangerous drug, as a misdemeanor. Amends promoting a dangerous drug in the third degree to possessing 1/16 ounce of specified dangerous drugs. Makes prior convictions of promoting a dangerous drug in the third degree a misdemeanor.
Specifies that the amount of damages recoverable by a tenant subjected to an unlawful retaliatory eviction is equal to 2 months' rent.
Exempts workforce development projects from paying school impact fees for the development of workforce housing if at least 90% of the residential units that are set aside for purchase or rent for residents in the low-income or moderate-income ranges are set aside specifically for public school teachers.
Prohibits utility-scale energy projects from being constructed or located within half a mile from the boundary of any residential area.
Limits compelled disclosure of sources or unpublished information for journalists, newscasters and persons participating in collection or dissemination of news or information of substantial public interest. Establishes exceptions.
Incorporates socially responsible investing in the investment decision-making of endowment, trust, or investment funds established by statute or maintained by state agencies or offices.
Establishes the quality education special fund to supplement education programs and to be funded by increases to the income tax of corporations and high earning taxpayers.
