RELATING TO THE MINIMUM WAGE.

Increases the minimum wage to $18 an hour, effective January 1, 2023, for employees employed by an employer with more than fifteen employees.

RELATING TO ENVIRONMENTAL IMPACT STATEMENTS.

Requires the office of planning and sustainable development to adopt rules that require (1) at least three public hearings for each draft environmental impact statement; and (2) the location of each public hearing to be held within a reasonable distance of the proposed action that triggers the requirement for the environmental impact statement, as applicable.

RELATING TO CHILD VISITATION.

Requires a finding that denial of reasonable grandparent visitation rights would cause significant harm to a child as a condition of awarding grandparent visitation rights. Clarifies procedures for an order awarding reasonable grandparent visitation rights. Specifies that a violation of the terms and conditions of the order is punishable as contempt of court.

RELATING TO SEX TRAFFICKING.

Decriminalizes the act of engaging in, or agreeing or offering to engage in, sexual conduct with another person in return for a fee or anything of value. Authorizes civil claims to be made against a business, owner or operator of a transient accommodation, or other commercial entity that profits from sexual exploitation. Converts the human trafficking victim services fund to a human trafficking reparations fund.

RELATING TO WELLNESS.

Establishes a temporary Office of Wellness and Resilience within the Office of the Governor. Authorizes the Office to address issues and implement solutions to improve wellness and resilience, including issues and solutions identified by the Trauma-Informed Care Task Force. Appropriates moneys. Sunsets on an unspecified date.

RELATING TO THE RED HILL STORAGE TANKS.

Requires the Department of Health to adopt rules for underground storage tanks and tank systems that are more stringent than federal underground storage tank regulations. Establishes the Red Hill Task Force to study the implementation of containment measures at, or the elimination of, underground storage tanks at Red Hill.

RELATING TO THE NURSING WORKFORCE.

Appropriates funds to support Hawaii's nursing workforce and address the nursing workforce shortage by increasing University of Hawaii nursing faculty positions, providing education grants to qualified students who represent underrepresented persons in nursing, and providing greater training and development for nurses.

RELATING TO VICTIM RESTITUTION.

Requires, when a defendant is convicted of negligent homicide in the first degree under section 707-702.5(1)(a), victim restitution to include financial support to raise the decedent's surviving minor children until each child reaches the age of eighteen, or until the age of twenty-three for any child who enrolls full-time in a college, university, vocational school, or trade school, in an amount to be determined by the court and to be paid to the person responsible for raising the children.
