RELATING TO TEACHER COMPENSATION.

RELATING TO TEACHERS.

Increases the number of classifications on the salary schedule for teachers of the department of education. Specifies that additional classifications may be included in the teachers' salary schedule pursuant to a collective bargaining agreement negotiated for bargaining unit (5).

RELATING TO STATE BUILDING CONSTRUCTION.

Requires all state building construction that uses concrete to use post-industrial carbon dioxide mineralized concrete unless use of these materials will increase costs or delay construction.

RELATING TO THE LAW OF THE SPLINTERED PADDLE.

Prohibits a county from enacting any ordinance that prohibits a person from lying by the roadside in safety in accordance with the law of the splintered paddle.

RELATING TO PRETRIAL RELEASE.

Establishes a presumption that a person charged with a crime is entitled to unconditional release unless proven otherwise. Requires the consideration of nonfinancial conditions of release before bail is ordered.

RELATING TO GRANTS.

Authorizes the Department of Human Services and Department of Health to appoint an existing employee to apply for and manage grants, request grant writing assistance from other state agencies, or contract or employ a dedicated capture manager for this purpose.
