RELATING TO EARLY LEARNING ACCREDITATION.

Establish within the Department of Human Services' Child Care Assistance Program, a Child Care Accreditation Program to support licensed or registered child care providers to obtain accreditation from a national early learning accrediting organization. Extends the deadline by which unaccredited service providers of the Preschool Open Doors Program must commence the accreditation process and obtain accreditation. Appropriate funds.

RELATING TO EQUAL PAY.

Conforms statutory prohibitions against wage discrimination with other prohibitions on employment discrimination. Clarifies allowable justifications for compensation differentials and remedies for pay disparity. Requires employers to disclose wage ranges to employees and prospective employees. Exempts wage disclosure and discussion from the prohibitions on employer retaliation or discrimination if knowledge of the wages stems from human resources, payroll, or legal professional responsibilities in the workplace.

RELATING TO COMMERCIAL ACTIVITIES ON BEACHES.

Prohibits any person from presetting commercial beach equipment on any public beach under the jurisdiction of the department of land and natural resources, unless the customer is physically present. Requires commercial vendors to expeditiously remove commercial beach equipment after the customer has finished using it. Allows the department of land and natural resources to grant exemptions through rules adopted pursuant to chapter 91, Hawaii Revised Statutes. Establishes administrative fines for violations. Pertains only to public beaches and does not include private lands, including accreted lands.

RELATING TO HEALTH.

Establishes a task force to review and recommend specific actions to ensure that Hawaii's food imports are sourced, transported, stored, and distributed in compliance with the federal Food Safety Modernization Act, and develop specific recommendations to ensure that all foods and brands imported into Hawaii do not mislead or confuse the public.

RELATING TO THE ENVIRONMENTAL IMPACTS OF AIR TRAVEL.

Establishes the mitigation of the climate effects of commercial air transportation task force to identify, analyze, and make recommendations to mitigate the carbon load of, contributions to global warming made by, and effects on the climate caused by commercial air travel to the State.
