Excludes from the State Code of Ethics' prohibition against acceptance of gifts by legislators and employees, foreign protocol gifts, gifts of aloha, invitations to certain events, and meals, under certain conditions. Defines foreign protocol gifts and gifts of aloha.
Allows the board of land and natural resources to adopt, amend, or repeal administrative fee schedules for parking fees for locations under the management of or operated by the division of boating and ocean recreation through regular or special board meetings rather than through administrative rulemaking. Imposes a heightened penalty of a class C felony for persons who repeatedly commit the offenses of gambling or possession of gambling records in the second degree. Raises the criminal penalty to a class C felony for the offense of possession of gambling devices. Directs all forfeited property or proceeds from sales thereof to units of state or local government that administer, manage, operate, or oversee programs addressing homelessness, substance abuse, or compulsive gambling.
