Requires each county to incorporate into its next integrated solid waste management plan revision a plan to divert all organic waste produced within the county by facilities generating more than a certain amount of organic waste per year. Appropriates funds to reimburse the counties for incorporation of the new requirement into their plan revisions.

Allows a bank to invest, in aggregate, up to two per cent of the bank's total assets in limited partnerships, limited liability partnerships, limited liability companies, and corporations formed to invest in affordable housing residential properties. Requires approval from the commissioner of financial institutions to exceed this amount. Sunsets 6/30/2025. Effective 6/30/3000. (HD2)
Authorizes the department of land and natural resources to establish and operate conservation mitigation banks to restore, create, enhance, or preserve species, their habitats, or resources as compensatory mitigation, or for past damages. Authorizes the department to contract with a third-party administrator for the operation of the conservation mitigation banks. Clarifies the sale of credits involved in conservation mitigation banking. Effective 6/30/3000. (HD1)
Gives authority to the Department of Agriculture to align state hemp production administrative rules with federal law, with regard to exemptions for fiber, fuel, and seed grain hemp crops.
Clarifies provisions related to the statutory limitations on the time periods in which a survivor of childhood sexual abuse may file a civil action. Allows for punitive damages. Permits the court to order restorative justice measures, if deemed appropriate.
Exempts the proposed drilling, construction, or use of a well and well appurtenances on lands leased from the Department of Agriculture from the requirements of the environmental impact statements law, provided that the land is being used to support agriculture and food production.

Exempts easements granted over public lands affecting the transfer of public lands between DLNR and DOA from formal county subdivision process and approval requirements. Requires the DOA to accept the transfer of and manage certain qualifying non-agricultural park lands. Requires the DOA, prior to offering a lease, to inquire with the DLNR regarding any easements required for access to landlocked forest reserves or other assets on the lands subject to the lease. Requires the lessee to develop a conservation program and plan if conservation resources exist on the land. Before the transfer of non-agricultural park lands, authorizes the DOA to request information from the DLNR related to the establishment of necessary and reasonable easements upon the lands. Requires approval from the board of land and natural resources and the board of agriculture before removing pasture lands for reforestation, or other public purposes.
Amends chapter 127A, Hawaiʻi Revised Statutes (HRS), to clarify State and local authority, ensure effective and adaptable emergency response, and further the goals of transparency and democratic accountability. Clarifies that powers granted for emergency purposes shall not be construed as permitting actions inconsistent with the state constitution. Amends chapter 127A, HRS, to provide for greater clarity and specificity regarding the scope of suspensions of law. Clarifies that Hawaiʻi's emergency management system includes coordination between State and county emergency management functions, where appropriate. Clarifies the legal framework governing the extension and termination of emergency periods. Adds the definition of the term "severe weather warning" as used in section 127A-30, HRS.
