Establishes a one-year pilot program requiring DAGS, DOT, and DLNR to implement irrigation water conservation best management practices in Kapolei, Oahu, as established by the Landscape Industry Council of Hawaii. Requires DAGS, DOT, and DLNR to each submit a report regarding the results of the pilot program. (HB1173 HD1)
Clarifies that treatment drugs such as suboxone may be used in the maintenance or detoxification of narcotic dependent persons.
Establishes an income tax credit for farmers who purchase water at higher rates from county water boards rather than at lower state irrigation system rates. Establishes the amount of the credit as the difference between the amount charged by state irrigation systems and the amount the state irrigation systems should charge in order to sustain operations. Deducts the cost of the tax credit from the irrigation system revolving fund. Applies to taxable years beginning after 12/31/2017.
Creates the Condominium Dispute Resolution Commission to address disputes between a condominium owner and condominium association. Establishes a Commission Ombudsman. Allows the Commission to assess fees to pay for the Commission Ombudsman.
Extends by ten years the time period that the Department of Agriculture may certify important agricultural land qualified agricultural cost tax credits.
Appropriates funds for the hiring of a coordinator and for interisland travel and operating expenses of the P-20 Agriculture Education Working Group within the University of Hawaii at Manoa College of Tropical Agriculture and Human Resources. Outlines the duties of the working group and opens participation in the working group to additional persons and entities.
Temporarily requires parties in a divorce proceeding to refrain from moving a child from a county of residence, removing the child from school, interfering with custodial arrangements, or discontinuing payments on financial obligations. Expedites mediation and financial and property disclosure.
Prohibits the sale, offering for sale, or distribution of any sunscreen containing oxybenzone in the State, unless the sunscreen label contains a warning that the use of oxybenzone in nearshore waters poses serious hazards to coral and reef health.
Exempts remote schools from the weighted student formula. Provides that remote schools will be funded based on categorical allotments that guarantee the funding of a minimum number of instructional and support staff positions to ensure that at least minimum course requirements are maintained. Defines "remote school." Makes appropriations.
