Maddy summaryHouse Concurrent Resolution HCR 71 requests Ko Olina Golf Club owners and management, in coordination with Hawaii's Department of Transportation (DOT), to implement safety measures preventing golf balls from landing on Farrington Highway. The resolution also directs the DOT to submit a report with findings and recommendations to the Legislature by 2026. REQUESTING THE DEPARTMENT OF LAW ENFORCEMENT AND DEPARTMENT OF TRANSPORTATION TO STUDY THE POSSIBILITY OF A HIGHWAY PATROL AND THE INSTALLATION OF SPEED CAMERAS ALONG MAJOR FREEWAYS AND HIGHWAYS IN PRIMARY AREAS OF SPEEDING, INCLUDING THE IMPACT IT WOULD HAVE ON THE DISTRICT COURTS.

Maddy summaryHCR 43 is a concurrent resolution requesting Hawaii's Department of Transportation (DOT) and Department of Law Enforcement (DOLE) to study two traffic safety measures: establishing a dedicated highway patrol and installing speed cameras on major freeways and highways in areas with frequent speeding. The resolution cites state data showing speeding as a leading cause of traffic fatalities and notes that local agencies often lack resources to address speeding effectively. It asks the departments to analyze the feasibility and potential impact of these measures on traffic safety and district courts, without requiring immediate implementation. This is a procedural request for a study, not a law that would enact speed cameras or patrols.

REAFFIRMING THE STATE'S OBLIGATION TO UPHOLD THE CONSTITUTIONAL RIGHTS OF ITS PEOPLE BY RECOGNIZING THE CRITICAL ROLE OF FRESHWATER IN MAINTAINING HEALTHY NEARSHORE MARINE ECOSYSTEMS.

Maddy summaryThis is a non-binding concurrent resolution (not a legislative bill) urging Hawaii's state and county governments to prioritize freshwater protection for coastal waters. It recognizes that freshwater flows from rivers, streams, and groundwater are vital for maintaining healthy coral reefs, native marine species (like 'o'opu fish), and traditional Hawaiian practices, citing the Hawaii Constitution's water protection clauses. The resolution requests agencies develop water management plans and public education efforts to balance human needs with environmental sustainability but does not create new laws or funding requirements. It serves as a symbolic reaffirmation of existing constitutional obligations under Hawaii law.

This resolution does not create new laws but requests coordination to protect culturally significant sites threatened by erosion.
