Makes the sale of gasoline for an unconscionably excessive price during periods of abnormal disruption of the market an unfair trade practice. Increases penalties for violations of the law regulating unfair trade practices by the petroleum industry. Authorizes the courts to order all or a portion of any civil penalty imposed to be deposited into the energy security special fund.

Requires issuers of Medigap insurance in the State to accept an eligible individual's application for coverage at any time throughout the year and prohibits issuers from denying the applicant a Medigap policy or certificate or make any premium rate distinctions because of health status. Requires the Insurance Commissioner to amend or adopt rules accordingly.

Requires the school facilities authority to, to the greatest extent possible, renovate, improve, and expand existing public school facilities and classrooms to increase pre-kindergarten student capacity, including while expending funds appropriated for fiscal year 2023. Requires the authority to submit a report to the legislature.

Specifies that the registration fee for mopeds shall not exceed $100 per year, as determined by the counties' director of finance. Specifies that the issuance fee for a tag or emblem shall be no more than $20.

Requires the department of education to offer training for teachers, educational officers, and school-based behavioral health specialists on sex trafficking prevention and response.

Amends the Supplemental Appropriations Act of 2022 to specify that the appropriation for Hawaii housing finance and development corporation (BED160) is to be deposited into and expended from the affordable homeownership revolving fund for purposes of the revolving fund.

Appropriates funds to the Hawaii Public Housing Authority for the rehabilitation, remodeling, renovation, and repair of housing units.

Increases the state earned income tax credit from twenty to twenty-five percent of the federal earned income tax credit.

Requires certain employers to provide a minimum amount of paid sick leave to employees to be used to care for themselves or a family member who is ill or needs medical care and supplemental paid sick leave to employees under certain public health emergency conditions.

Provides employed individuals with up to 8 weeks of paid family leave during the 1st year after birth of the individual's child, adoption of a child by the individual, or placement of a child with the individual through foster care, and 8 weeks of paid family leave to care for the individual's family member having a serious health condition during any benefit year, paid through an employer-based private insurance program currently used to provide for temporary disability benefits. Specifies that private employers having fewer than 200 employees shall not be required to provide family leave and family leave benefits. Repeals chapter 398, HRS. Appropriates funds to the Department of Labor and Industrial Relations. Sections 1-28 effective 7/1/2025.
