Requires rental housing projects to maintain, in perpetuity, 50% of the project's units for certain low-income tenants in order to be eligible for the Hawaii Housing Finance and Development Corporation's rental assistance program.
Requires the Office of Hawaiian Affairs to establish and maintain Hawaiian cultural centers within the State. Requires the Office to submit reports to the Legislature regarding the Office's compliance with this Act. Appropriate moneys for the planning and design of the first Hawaiian cultural center.
Establishes the rent reporting for credit pilot program within the Hawaii housing finance and development corporation, whereby which participant tenants may elect to have their rent payment information reported by participant landlords to consumer reporting agencies to generate and build credit. Requires a report to governor and legislature. Appropriates funds. Sunsets 6/30/2027.
Requires self-service stations to put labels on gas dispensing equipment that advise consumers on the effects of fossil fuel consumption to human health and the environment.
Requires the Department of Accounting and General Services to enable parking stall sharing among public employees, accommodate more electric vehicle charging stations, and provide bicycle storage lockers at facilities where parking is made available to public employees. Requires new public housing developments' parking stalls to accommodate electric vehicle charging stations and bicycle storage lockers.
Requires the department of land and natural resources to identify all state and county roads, landmarks, monuments, and public parks that use the name Diamond Head and identify the process for renaming these roads, landmarks, and public parks from Diamond Head to Leahi. Requires a report to the legislature.
Requires health insurance policies and contracts issued on or after 01/01/2024 to provide coverage for the cost of hearing aids at a minimum of $1,500 per hearing aid for each hearing-impaired ear every thirty-six months. Effective 01/01/2024.
For policies, contracts, plans, agreements, and plan contracts issued or renewed after 12/31/2023, requires insurers, mutual benefit societies, and health maintenance organizations to provide coverage for standard fertility preservation services.
Exempts easements granted over public lands affecting the transfer of public lands between DLNR and DOA from formal county subdivision process and approval requirements. Requires the DOA to accept the transfer of and manage certain qualifying non-agricultural park lands. Requires the DOA, prior to offering a lease, to inquire with the DLNR regarding any easements required for access to landlocked forest reserves or other assets on the lands subject to the lease. Requires the lessee to develop a conservation program and plan if conservation resources exist on the land. Before the transfer of non-agricultural park lands, authorizes the DOA to request information from the DLNR related to the establishment of necessary and reasonable easements upon the lands. Requires approval from the board of land and natural resources and the board of agriculture before removing pasture lands for reforestation, or other public purposes.
Beginning 7/1/2024, subjects all electric vehicles to a state mileage-based road usage fee instead of paying a registration surcharge. Requires a vehicle inspection certificate to state the odometer reading of the vehicle. Clarifies that the type of fuel required on applications for vehicle registration includes batteries or electricity. Requires the department of transportation to develop a long-term mileage-based usage fee implementation plan for all passenger vehicles and light duty trucks by 2033. Requires the department of transportation to seek federal funding. Appropriates American Rescue Plan Act funds for the state mileage-based road usage fee program.
