RELATING TO DEFERRED DEPOSITS.

Reduces the maximum fee a check casher may charge under a payday loan agreement for deferring the deposit of a check from fifteen per cent to seven per cent of the face value of the check.

RELATING TO CAMPAIGN SPENDING.

Requires any organization, association, party, or individual that is financially involved in the political process to file a financial disclosure with the campaign spending commission. Requires noncandidate committees to provide to the campaign spending commission a list of certain donors whose money was given by a 501(c)(4) organization to the noncandidate committee to fund an advertisement or electioneering communication. Effective 7/1/2112. (HD2)

RELATING TO THE HAWAIIAN HOMES COMMISSION ACT.

Defines "beneficiary consultation". Prohibits the department of Hawaiian home lands from disposing or extending a general lease to non-beneficiaries unless there are no applicants seeking to enter into a general lease to the use and occupancy of a tract of Hawaiian home lands. Requires the department to notify beneficiaries through beneficiary consultation prior to the disposition of Hawaiian home lands. Adds language to require Section 204 lessees mandate Homestead Beneficiary Agreements. Prohibits the department from establishing additional criteria to enter into a general lease with an applicant, under certain conditions. Specifies that the department may grant a license or enter into a general lease, under certain conditions. Allocates the interest or other earnings from the Hawaiian home loan fund and Hawaiian home general loan fund into their respective funds, under certain conditions. Requires the department to submit a quarterly report to the legislature and beneficiaries. Authorizes the department to negotiate with homestead association governed water agencies to maintain water systems prior to other service providers, under certain conditions. Effective 1/1/2050. RELATING TO COFFEE LABELING.

Expands the coffee labeling and advertising requirements to include inner packaging or wrapping labels. Requires coffee blend labels to disclose geographic and regional origins with the percent by weight of each origin. Clarifies that the use of the term "All Hawaiian" is prohibited when the coffee product is not produced entirely from green coffee beans grown and processed in Hawaii. Effective 7/1/2050. (HD1)

RELATING TO COUNTIES.

Makes explicit the counties' authority to enact ordinances to amortize or phase out permitted, nonconforming, or otherwise allowed short-term rentals in any zoning classification. Includes swapping, bartering, or exchange of a residential dwelling, or portion thereof, in definition of "short-term rental" for this purpose.

RELATING TO GRANTS.

Allows an organization to qualify for grants under chapter 42F, Hawaii Revised Statutes, if the organization is registered with the department of commerce and consumer affairs and in possession of a valid certificate of vendor compliance issued by the State. Effective 7/1/2050. (HD1)

RELATING TO FIREWORKS.

Specifies that certain violations of the Fireworks Control Law shall be considered an activity that causes air pollution under the Hawaii Air Pollution Control Act and a violation of noise control rules under the Hawaii noise pollution laws, and punishable by civil penalties and subject to citations under those respective laws. Effective 1/1/2050. (HD2)
